The way turbulence in fluids exhibits elastic properties, and generates a body force in a medium is examined. The situation considered concerns the way small perturbations of averaged ideal turbulence can reproduce the electromagnetic field involved, while the discontinuities in the medium model particles and electric charges. The magnetic force is shown to be due to entrainment by the fluid stream, while the electric force is shown to be caused by entrainment by the turbulence.
