Galerkin finite element method is used to investigate the Navier-Stokes system. The proposed technique is applied to formulate vortex birth conditions. The event of vortex birth, or death, is signalized by changes in the eigenvalues and eigenvectors of the linear term of the Taylor series expansion of the velocity field around the stagnation point.
