A functional data base is characterized as a collection of functions and its language as a collection of operators. The data base design criteria are established in terms of the functional properties, ''redundancy'' and ''semantic content''. The behavior of data base operators is analyzed under these criteria to detect redundancies and compute the semantic content of a data model, to evaluate and compare data models. The correspondence between these criteria and the relational normalization theory is established.
