A preference relation over sets of actions which describes an individual's feeling of autonomy in an organization is studied. It is defined by three axioms. Two of them are connected with the autonomy which the individual can exercise in decision making. A numerical function for the ''degree of autonomy'' is derived, and some results are proved, concerning this function. The notion of member loyality to the organization is also developed axiomatically.
