The survey of the results due to the author, V. Petkov, L. Hörmander and the reviewer concerning the necessary and sufficient conditions for the well-posedness of the Cauchy problem for hyperbolic operators with double characteristics. The reviewer would like to add only the important paper of \textit{R. Melrose} [Hokkaido Math. J. 12, 371-391 (1983; Zbl 0544.35094)] to the very complete references given by the author.
