In this paper the author tries to transform the Belanger-Böss theorem's on minimum reserved specific energy (in applied hydraulics) in an axiom (''the law of maximum rate of energy dissipation'') for hydrodynamics and also for continuum mechanics. This law is derived, in particular, from the so called reformulated second law of thermodynamics (which is microscopically analysed). The modified form for the second law of thermodynamics, considered in this paper, is a particular case of the most general one which has been considered by \textit{I. Müller} [e.g.: Arch. Ration. Mech. Anal. 40, 1-36 (1971; Zbl 0229.73003) and ibid. 41, 319-332 (1971; Zbl 0225.73003)].
