The article deals with nonlinear stability of plane Poiseuille flow at Reynolds numbers below the critical value. It is shown that development of perturbations of finite amplitude leads to formation of a secondary flow. The threshold amplitude of the perturbations is estimated, and their characteristic development times are determined.
