We present a complete classification of self-dual doubly circulant codes of any length over \(GF_ q\), generalizing the results on orthogonal circulant matrices obtained by \textit{F. J. MacWilliams} [J. Combin. Theory, Ser. A 10, 1-17 (1971; Zbl 0219.15005)].
