In a simple two-stage random permutation model the units which have fixed but unknown values \(x_{ij}\) of the study variate x, are labelled randomly in two stages, first the psu's are labelled at random and then the ssu's within each of the psu's are labelled at random independently. Under this model, it is shown in this paper that the sample mean is optimal.
