The group of all transvections is a generating set for the special linear group SL(n,K). The author assumes that the field K is finite. Then he shows that SL(n,K) is already generated by a suitably chosen set of n transvections. He goes on classifying all sets of n transvections generating SL(n,K). Clearly, a set of transvections containing fewer than n elements will not generate SL(n,K).
