The paper considers a limited capacity queueing model with the arrival rate depending on the service available. The system has two stages, essential and non-essential. If the queue length increases to a given number R, the non-essential service is suspended until it falls to a given number r \((r<R)\). The queue model is formulated and steady-state results are derived.
