The maximum (resp. minimum) number of blocks in a packing (resp. covering) 2-(v,4,\(\lambda)\) design with \(\lambda >1\) have been recently determined (as the author claims) by A. M. Assaf with a small number of exceptions. In the paper these exceptional remaining cases are settled completely.
