This paper is about the interaction of electromagnetic field and diffusion of uncharged fluids (liquids or gases). The Maxwell equation together with the equation of motion, constitutive equations and heat conduction equation are considered. The free energy, \(F=U-TS\) is expanded in a power series at the equilibrium state of the system. Linear equations are thus obtained. The Maxwell equations, equation of motion, heat conduction equation, diffusion equation in linear approximation describe the electromagnetic, thermal and mechanical state of the system.
