The authors give an interesting elimination algorithm with noninvertible pivots. The algorithm is notable for practical implementaion. The automatic nature of the algorithm is obvious, and it is ideal for an application to the stationary Stokes equations in a bounded polygon region \({\tilde \Omega}\subset {\mathbb{R}}^ 2\). This application is given in Part III of the paper.
