A method is presented for finding a vector of resource allocation parameters (controls), that provide the most efficient functioning of an arbitrary complex system. It is assumed that the phase coordinates of the system can be found as functions of distribution parameters. The method consists of a combination of linear programming and a correction that strongly recalls convex programming. An algorithm is described for finding a solution and its convergence is proved.
