We investigate the behavior of a progressive law of exchange between two divisions, depending on the amount of the resource offered by each division for exchange. A class of undominated progressive laws is identified and described. The problem of an optimal progressive exchange law is stated on the set of undominated laws. For some forms of the functional over the headquarters preference function we derive analytical expressions for the optimal exchange law.
