The author constructs a projection-difference scheme for the second-order elliptic boundary value problem to which the boundary value problem for a biharmonic equation with mixed boundary conditions can be reduced. The scheme is investigated; an efficient solution method is considered; and a generalization to the case of another approximation is offered.
