Telemekh. 1985, No.9, 87-94 (1985; Zbl 0595.93034).] The author presents sufficient conditions for optimality of the adaptive functioning mechanism in terms of its component planning, resource allocation and incentive procedures. Necessary and sufficient conditions are obtained ensuring higher efficiency of adaptive functioning mechanisms compared with correct mechanisms in terms of these procedures.
