The general problem of which this research is a small part has as its objective the improvement in the accuracy of prediction of radar scattering from rough terrain. In order to properly model the radar scattering problem, a prior knowledge of the statistics of the mean, variance and covariance function of the terrain height is necessary. This paper addresses the general problem of determining sampling and quantization error probabilities in estimators of mean, variance and covariance. Attention if focussed on sampling error in the estimator of the mean, and some numerical results are reported for that case.
