[For part I see the paper of \textit{D. Rapoport} and the author, ibid. 158, 447-475 (1984; Zbl 0564.53046).] The author employs an abstract form of the general principle of covariance to derive the equations of motion for classical particles in the presence of given external fields. The general principle of covariance is formulated group-theoreticaly, and then related to the geometry of Cartan connections which allows the interaction of spin and torsion into the equations of motion.
