Two examples are constructed. The first is a compact \(C^{\infty}\) surface with nonpositive curvature that contains a horocycle that is not three times differentiable. The second provides complete \(C^{\infty}\) surfaces of finite volume and pinched negative curvature for which the horocycle foliation is not differentiable or even Hölder continuous; the derivative of the curvature is unbounded.
