In this paper an affine incidence group is an automorphism group of an affine geometry A, acting regularly on A. The author considers a translation plane containing a nontrivial shear with direction F. She determines all affine incidence groups generated by all translations and all shears with direction F. She also constructs the NL near modules of Desarguesian affine planes.
