The author gives the proof of his results announced in Proc. Jap. Acad., Ser. A 60, 291-294 (1984; Zbl 0572.35066) and 315-318 (1984; Zbl 0592.35086)]. He gives a construction of a parametrix for a second order differential operator in \({\mathbb{R}}^{n+1}\), which is strictly hyperbolic with respect to \(dx_ 0\), where \(x=(x_ 0,x_ 1,...,x_ n)\in {\mathbb{R}}^{n+1}\), near a gliding point.
