Solvability and stability of nonlinear, time-varying semistate equations of the form \(Ax'+B(x,t)=f\) are discussed. Generalized solutions are defined as satisfying an integrated form of the differential equation. It is shown that for index one systems, that generalized solutions exist in a vicinity of an equilibrium. Results on a type of Lyapunov stability are also given.
