In 1977, \textit{M. Maruyama} [J. Math. Kyoto Univ. 17, 91-126 (1977; Zbl 0374.14002)] showed that the set of isomorphism classes of rank 3 stable reflexive sheaves on \({\mathbb{P}}^ 3\) with given Chern classes has a natural structure of algebraic scheme. But until now, there are no general results about these schemes and only in a few cases a precise description of them is known. This paper is devoted to study the moduli spaces of rank 3 stable reflexive sheaves on \({\mathbb{P}}^ 3\) which third Chern class corresponds to the upper bound of one of the intervals of existence of \(c_ 3\). The main features of these spaces are that they are irreducible, unirational and nonsingular.
