For the implementation of a stable asymptotic reduced-order Luenberger observer [see \textit{D. G. Luenberger}, IEEE Trans. Autom. Control AC-11, 190-197 (1966)], which is not sensitive to unknown disturbances entering the system, it is shown that specific columns of the measurement matrix C must be different from zero.
