We consider experimental situations in which v treatments are to be tested using a row-column design consisting of b columns and b rows and where v does not divide \(b^ 2\). Some sufficient conditions are obtained for a design to be E or MV-optimal in such an experimental setting and methods for constructing row-column designs satisfying the sufficient conditions obtained are also given.
