This paper is concerned with the development of higher-order tests for optimality of singular arcs in optimal control problems. A new definition is given of the local order of a singular arc, valid for control problems of a more general nature than the terminal unconstrained problems treated in previous work by other authors. Examples are given to illustrate the range of applicability of the theory.
