We apply the apparatus of topological Markov chains to a communication system with different routes in order to construct a system of one- particle levels and to find the form of the functional whose maximization determines the equilibrium distribution of the elements over the routes. We discuss the relationship of the functional of the entropy expression used in the traditional approach to communication system modelling.
