Note on a special case of two-phase sampling when there is non-response (Q1110935)

This paper attempts to provide a Bayesian approach to the estimation of a finite population mean in the presence of survey non-response. This is non-response that can be converted to response by the application of more sophisticated and/or more rigorous data collection procedures. The data collection strategy assumed is the well known Hansen-Hurwitz two phase approach, where the second survey data collection step consists of the application of more sophisticated (and therefore more expensive) data collection procedures to a subset of the non-respondents to the ``standard'' first step data collection step.
