Fisher's exact test is the most widely used for comparing two proportions, but there is no general agreement about its logical foundations. A survey of the two main different positions about conditioning on the margins is presented. Then a class of unconditional randomization tests is defined and a criterion for comparing their different sensitivity is enhanced.
