Desuspension of group actions and the ribbon theorem (Q1114975)

This paper studies the possibility of desuspending an action of the finite cyclic group G on \(S^ n\) which has two fixed points. For \(n>4\), there are two algebraic K-theoretic obstructions at the two fixed points (to finding a cone neighborhood) and the vanishing of these is necessary and sufficient. When \(n=4\), this is not sufficient, and the authors give a weak desuspension result describing the actions and tell how to classify them.
