The author proves necessary and sufficient conditions for a smooth, compact complex surface S to have a rank-2 vector bundle E that is generated by global sections and satisfies \(c_ 2(E)=1\). It follows that S must be projective and rational. The paper concludes with few miscellaneous results in case S is of dimension greater than 2.
