An algorithm is proposed to construct circulant and symmetric matrices of the Williamson type of order \(m=p\cdot q\), where p and q are prime numbers. The algorithm is actually applied to constructing such matrices when \(m=3\cdot 5\). Four non-equivalent Hadamard matrices of the Williamson type of order \(4\cdot 33=132\) are constructed.
