It is shown that over a Dedekind domain, every torsion module which has the finite exchange property in the sense of \textit{P. Crawley} and \textit{B. Jónsson} [Pac. J. Math. 14, 797-855 (1964; Zbl 0134.255)] must have the unrestricted exchange property.
