In this paper, we propose a systematical way to classify the possible normal forms of smooth plane curves with given genus \(g\), using Tchirnhausen resolution tower. We also compute the dimension of moduli spaces for \(3\leq g\leq 7\). In the appendix, the normal forms for \(8\leq g\leq 16\) are given by \textit{Y. Nakazawa}.
