The author proved that the class of double numerical sequences, endowed with the norm generated by the strong means of the Hyslop and Tanović- Miller type, is a Banach space. Analogous result for the double Fourier series is also proved. Necessary and sufficient conditions for convergence of the double Fourier series in the considered norm are presented, too.
