A little-known connection between higher dimensional permutation matrices (more generally, multidimensional matrices with fractional entries) and orthogonal arrays is studied. Some nonexistence results for higher dimensional permutation matrices are derived. The authors relate their results but it would be interesting to see the connections with higher dimensional Hadamard matrices.
