Two classical choices of the permutation matrix in the title produce circulant matrices and centrosymmetric matrices respectively. (See the paper for references.) The authors prove some interesting results for other permutations, especially those consisting of several disjoint cycles. Results depend on the greatest common divisors of pairs of cycle lengths. \(\{\)The correct page numbers for reference [2] are 151-162.\(\}\).
