In the present paper is given a characterization of divisible designs with parameters \((m,n,k,r,\lambda_ 1,\lambda_ 2)\) with equality \(r-\lambda_ 1=1\). It is shown that except for designs corresponding to strongly regular graphs with \(\mu-\lambda=1\) or skew-symmetric Hadamard matrices no other nontrivial divisible design with \(r-\lambda_ 1=1\) exists.
