A symplectic matrix with unit eigenvalue is said to be singular. In this paper, the author studies the structure of the set of singular matrices. In particular, the variation of the function \(\dim\ker(MR(\theta)-I)\), where \(R(\theta)\) gives a rotational perturbation, is examined in detail. The results provide a rigorous back-up for earlier work on the existence of periodic solutions of asymptotically linear Hamiltonian systems.
