The authors introduce a new \(2\times 2\) matrix bialgebra \(B_ q(2)\) with complex parameter \(q\). It is associated with a certain \(R\)-matrix. All simple modules and simple comodules over \(B_ q(2)\) are 1 or 2 dimensional. If \(q\) is not a root of 1, then \(B_ q(2)\) is cosemisimple. (Proofs are going to be published elsewhere).
