The fundamental solutions for Reissner's plates on a two parameter foundation are presented by the Hörmander method [\textit{L. Hörmander}, Linear partial differential operators (1976; Zbl 0321.35001)] and the introduction of auxiliary functions. A boundary integral equation formulation for Reissner's plates on a two parameter foundation is established by the method of weighted residuals. Some numerical examples are studied and compared with analytical solutions for different boundary conditions. Numerical results show that the present method has quite good accuracy and high efficiency.
