[For part I see ibid. 149, 249-272 (1991; Zbl 0723.65014).] The authors continue their study of geometric analysis of Gaussian elimination. They introduce the concept of back substitution-phase error multipliers which explains certain observations on Gaussian elimination in finite precision floating point computer environment. A new pivoting strategy is designed. Extensive numerical experiments illustrating the conclusions are discussed.
