The author considers a class of aggregation problems including the problem covered by the Ostrogorski Paradox and many others and defines a two-stage aggregation procedure. The main theorem states that a non- trivial two-stage aggregation procedure is admissible iff there exists a partial order \(R\) on the set of attributes such that all the intermediate aggregators are degenerate with \(R\).
