The paper addresses the question under which conditions the transpose of the incidence matrix of a symmetric partially balanced block design defines again such a design with the same parameters. The problem is treated in the framework of algebraic design theory, thus allowing a formally more general result than that one of \textit{A. J. Hoffman} in Ann. Math. Stat. 34, 528-531 (1963; Zbl 0114.109).
