Recently it has been shown that much greater spatial order exists in turbulent fluid movement than previously expected. The existence of a turbulent spot, initiated by an electric spark in sub-turbulent flow along a plate has been shown earlier. The spot had high internal structural order and a steep edge velocity gradient at the plate. It is difficult to justify the existence of these ordered structures using conventional ideas because of the second law of thermodynamics. In the following notes, a plausible new explanation for their existence is presented.
