This paper is related to the articles of \textit{O. M. Kamel} [Moon Planets 27, 407-415 (1982; Zbl 0524.70013); Moon Planets 28, 221-245 (1983; Zbl 0532.70007)]. The author operates with von Zeipel method instead of Hori- Lie procedure. He eliminates in a first order theory of Uranus perturbed by Neptune the 1:2 critical (resonance) terms up to the third degree with respect to eccentricity and inclination in main and indirect parts of the Uranus and Neptune planetary Hamiltonian.
