Associated with an arrangement \(\mathcal A\) of \(n\) lines in the real projective plane \(\mathcal P\) is the 2-dimensional cell complex in \(\mathcal P\) consisting of the vertices, edges and cells of \(\mathcal A\). The paper characterizes all pairs \((n,f)\) of integers for which there is an arrangement in \(\mathcal P\) with exactly \(n\) lines and \(f\) cells.
