[Part II, cf. Hardy-Ramanujan J. 14, 1-20 (1991; Zbl 0736.11044).] For a generalized Dirichlet series \(F(s)=\sum^ \infty_{n=1} a_ n\lambda^{-s}_ n\), a lower bound for the mean value \((1/H)\int^ H_ 0 | F(it)|^ 2 dt\) is obtained under certain conditions. A conjecture on such a lower bound for a certain class of generalized Dirichlet series is formulated.
